A tanulmány a második világháború után életbe lépett Bretton Woods-i nemzetközi pénzügyi rendszer evolúcióját mutatja be. Az USA monetáris politikája kihat a világ többi országára is. A dollárkamatok emelkedése az 1980-as években eladósodási csapdába sodorta a fejlődő országokat, s ez napjainkban ismétlődni látszik. Az amerikai vezető gazdasági pozíciót Kína eddigi gyors fejlődése megkérdőjelezi, s ez a pénzügyi szférában is tükröződik: Peking lett a dollárban eladósodott fejlődő államok egyik legnagyobb bilaterális hitelezője. Ezek az országok megpróbálnak egy nem dollár alapon működő pénzügyi rendszert létrehozni: kísérleteznek kétoldalú és multilaterális klíringgel, nemzeti valutákban történő elszámolással és egy kompozit valuta létrehozásával is. Az Ukrajna megtámadása után kitört szankcióháború további ösztönzést adott ennek, hogy az Oroszországgal kapcsolatban álló gazdaságok kikerülhessék a nyugati szankciókat. A jegybanki digitalizáció segítheti az országok közötti közvetlen pénzügyi kapcsolatokat. Úgy tűnik, a világ pénzügyi rendszere kettéválás előtt áll. Ez a törésvonalukon lévő kis országok, így hazánk számára nehéz helyzetet teremt.
Nincs királyi út
Before 1990, the reform-opposition criticizes the government that they want to stimulate the capital inflow instead of real reforms. The author in her earlier work published in January 1990 underlined, that there is no royal way which is without suffering. To control the inequilibrium in the economy one has to introduce real reforms of ownership, in public financ to create a more balanced budget and liberalize the role of prices. After the political changes one political wing urged the quick privatisation saying that the state is no good owner. Because there was no financing capacity at the housholds, saving was very limited, the quick privatisation led to a high foreign ownership int he enterprise sector. The country- as other Central European Countries (CEC-s) relied havily on foreign capital both FDI and lending. It was partly necessary, partly dangerous. Technical modernisation was important but the foreign – owned firms often repatriate their profit. Hungarian GDP difers from GNI strongly, compared to OECD countries. The over-reliance on foreign capital coases problems for both economy and society.

Der Autor verweist einleitend auf den gesamtwirtschaftlichen Kontext der ungarischen Agrarwirtschaft. So sind sozial- und beschäftigungs- sowie infrastruktur- bzw. umweltpolitische Ziele in die Agrarpolitik zu integrieren und mit dem Ziel der Steigerung der Produktionseffizienz zu vereinbaren. Vor diesem Hintergrund befaßt er sich sodann mit der Problematik der Agrarsubventionierung, die ein zentrales Instrument der Finanzierung im Agrarsektor. Konstatiert wird in diesem Zusammenhang ein Rückgang der binnenwirtschaftlichen Agrarsubventionierung, der verbunden ist mit einer Erhöhung der Agrarsteuern, und ein Ausbau der Agrarexportsubventionierung. Abschließend behandelt der Verfasser struktur- und investitionspolitische Entwicklungsperspektiven der Agrarsubventionspolitik. (BIOst-Klk)
